Violence broke out after the state-run Amin Jute Mills Ltd. failed to pay 11 weeks of overdue salaries to workers in Chittagong, 135 miles southeast of the capital, Dhaka, police commissioner Mizanur Rahman said.
He said police took action after the workers put up barricades and started attacking security officials with sticks and stones.
Police arrested about 20 workers, the United News of Bangladesh reported without giving further details.
Jute, a vegetable fiber, is used mainly to make coarse cloth and sacks.
